The City of Andover is organized as a Mayor-Council form of government. Residents who are registered voters elect the Mayor and City Council by popular vote. The Mayor and Council are responsible for hiring an Administrator. The Council/Administrator style of government combines the strong political leadership of an elected governing body to make policies and laws that will enhance or sustain quality of life in Andover, with the managerial expertise of the City Administrator to administer these policies and oversee the daily operation of the City.
